Remarks by Federica Mogherini, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the EC, on arrival to the European Council

We talked and we will talk about migration, but let me start with something that today gives us a smile at least.  Finally.

The agreement in Skhirat, the Libyan political agreement was just signed. That is good news. So let me start with that which is also linked to migration, to counter-terrorism, with all the things we have on the agenda.

Let me say that the signature that just took place in Skhirat few moments ago is, first of all, the result of a long, difficult diplomatic process. First of all of the Libyans themselves and let me congratulate them, first and foremost. And let me say to all the Libyans that are not at the signing today that this process has to stay open, inclusive and I hope, I wish that all Libyan parties, all Libyan representatives can join in the near future to make this a good starting point for the country that has something to be proud of today. But, again, it is a starting point.

The problems will not be solved from a day to another, but it is a good starting point. And the European Union is ready to support: to support Libya, to support the Libyan people in these difficult times.  

Let me also say that today I will stay in the [European] Council only for a very short time, because I am flying to New York where, tomorrow morning, we will have a meeting of the Syria talks together with my colleagues in the International [Syria] Support Group. Also there, I hope we will have good news, also related to terrorism and migration somehow, if we manage to have the political process started in Syria. That would be a good step forward.

Q: Why does Europe need a common border control? Why does the EU need that? 

Today I tried to bring you one good news and an encouraging new. Obviously, in the meantime, we also work on our internal and external issues. Border control is one of those. As it is our common work on migration and as it is our common work on counter-terrorism.

On both sides, there will be discussions, here also on the external side. Both prepared by the Foreign Affairs Council we had on Monday, where I will bring to the Head of States and Governments a united position of our Member States on what we are doing on both sides. But my impression is that today and tomorrow the debate on this will focus more on internal measures that need to be fulfilled, need to be done in a coherent way and quite consistently.

Q: E' preoccupata di questa divisione fra l'Europa? Riunioni diverse sull'immigrazione. 

No. Intanto, voglio iniziare con il fatto che oggi abbiamo una buona notizia: è stato appena firmato in Marocco, a Skhirat, l'accordo libico. Diversi attori del dialogo politico libico hanno preso la responsabilità di avviare un percorso insieme. Non tutti i problemi saranno risolti, chiaramente, dall'oggi al domani, ma è un punto di partenza importante, è un punto di partenza che dimostra come il lavoro diplomatico della comunità internazionale, dell'Europa, anche dell'Italia, porta a dei risultati. E oggi posso dire con un sorriso – ne abbiamo pochi, in questo periodo – che la comunità internazionale, l'Unione europea, è pronta ad appoggiare questo percorso con tutti gli strumenti che abbiamo. Già in queste ore stiamo lavorando a dei progetti concreti, a delle risorse, al modo concreto di sostenere questo percorso che oggi parte e ci dà una speranza per un futuro diverso per la Libia - il che è collegato al lavoro che stiamo facendo, sia sul terrorismo, sia sui flussi migratori. Il lavoro sulle cause, il lavoro sulle crisi che abbiamo intorno a noi, dalla Libia alla Siria, è fondamentale e questo è il lavoro che compete a me dal punto di vista istituzionale. Anche per questo oggi sarò brevemente al Consiglio perché sono in partenza per New York, dove domani mattina molto presto ci incontreremo sulla Siria per cercare di fare in modo che domani stesso in Consiglio di sicurezza possa essere approvata una risoluzione che possa dare il via al dialogo siriano tra esponenti del regime ed esponenti dell'opposizione. La diplomazia è al lavoro, e, come la Libia oggi dimostra, la diplomazia può portare a dei risultati.
