Breaches to the ceasefire agreement threaten its collapse

Syrian Revolution armed groups signatories to the Ankara agreement of 29

December 2016 abided by the ceasefire on the totality of Syrian territories

except for areas and military bases under control of the Islamic State (Daesh).

The guarantor pledged to make the Assad regime, his Iranian allies and their

Shia sectarian militias abide by the ceasefire agreement too. However, the

regime and its allies continued their onslaught and committed many big

breaches especially in the Barada Valley, Eastern Ghouta, Hama suburbs and

Daraa. They also shelled Al Fijeh spring that provides water to six million

Syrians in Damascus and its surroundings, and asked the inhabitants of

several villages to be forcefully evacuated like Mohja in Daraa and the villages

in South Damascus. Although several requests were made to the guarantor of

the regime and its allies to stop these breaches, they continue and threaten the

life of hundreds of thousands of people. Given the escalating situation and the

continuous breaches, the signatory armed groups declare:

1.Freezing all discussions regarding the Astana negotiations or any other

consultations regarding the ceasefire agreement until it is fully implemented.

2.Any attempts by the regime or its allies to gain ground is a massive breach of

the agreement and renders it null as long as no action is taken to bring back

the situation on the ground to its position pre-agreement signature, and this is

the obligation of the guarantor.

3.The guarantor's inability to impose the terms of the agreement makes us

wonder of its ability to impose any other obligations related to the agreement on

the regime and its allies.
