INVITATION Business Outreach Workshop For Syria Electricity Emergency Project (SEEP)

Selection of Owner's Engineer for the supervision Stage (Time Based Contract)

Introduction:

The Ministry of Energy and the Public Establishment of Transmission and Distribution of Electricity (PETDE) in Syria, in collaboration with the World Bank, wish to invite the interested consultants to a workshop to present the Syria Electricity Emergency Project (SEEP), funded by the World Bank. This workshop aims to gauge market appetite, analyze feasibility, and refine the design of the Owner's Engineer package to ensure its success.

The SEEP aims to address the urgent need for rehabilitating Syria's damaged electricity infrastructure, which has been severely impacted by years of conflict. The project, funded by the World Bank, focuses on three main components: the rehabilitation of selected high-voltage transmission lines, the restoration of selected high-voltage transformer substations, and the provision of technical assistance for sector development and institutional capacity building. By rehabilitating critical transmission infrastructure, SEEP seeks to enable electricity imports from neighboring countries, reduce technical losses, and improve the overall reliability of Syria's electricity network.

Additionally, SEEP includes a fourth component for project implementation support, which involves hiring an international consulting firm to provide Owner's Engineer (OE) services for PETDE for contracts management, including technical and environmental and social (E&S) supervision to ensure contractors' compliance with the Bank's E&S requirements set forth in the project contracts, the environmental and social commitment plan (ESCP), and other E&S instruments. The project also emphasizes capacity building for the Public Establishment for Transmission and Distribution of Electricity (PETDE) and the Ministry of Energy (MOE), aiming to enhance their technical, operational, and financial performance.

Scope of work:

An owner's engineer will be hired to provide engineering supervision services for the main contracts to be signed under the following two main components:

1. Rehabilitation of two critical 400 kV high-voltage interconnector transmission lines in Syria that were damaged during the conflict, restoring Syria's regional connectivity to Jordan and Türkiye (supply and installation of damaged towers, civil works, replacement of conductors, insulators, optical ground wires, and

other required equipment). This component also includes providing necessary transmission lines spare parts and maintenance equipment. One bid with two lots will be issued under this component.

2. Rehabilitation of damaged, critical high-voltage transformer substations and providing necessary substations spare parts and maintenance equipment. It is anticipated that at least eight substations will be rehabilitated, restoring approximately 600 mega volt-amperes (MVA) 400/230 kV, 750 MVA 230/66 kV and 510 MVA 66/22 kV of transformation capacity back to PETDE network. One bid with two lots will be issued under this component.

The role of the OE will be limited to time-based supervision tasks and will not involve design and procurement process activities for Components 1 and 2 mentioned above. The OE will be hired before any contracts are awarded under these two components.

Objective of the Workshop:

This business outreach workshop is primarily intended for international consulting firms that focus on providing owner's engineer and supervision services on implementation of large contracts involving the supply and installation of transmission lines, as well as the design, supply, and installation of transformer substations. These international consulting firms are potential competitors within this scope of work. The objective of the workshop is to:

Inform international consulting firms about the project scope of work and the key aspects of the Terms of Reference (TOR) for the Owner's Engineer that will be included in the Request for Expressions of Interest (REOI) to be issued.

Gauge interest and gather feedback on key project requirements, risks, and opportunities to ensure a high degree of competition.

Acquaint the consulting firms with the environmental, social and health & safety risks and impacts associated with the rehabilitation works, mitigation measures and the Owner's Engineer obligations.

Attend to any market concerns or issues; and

Preliminary Procurement Strategy:

The contract for the supervision consulting services will be procured following an open international competition. After EOI stage, the Bank's Standard Procurement Documents for the supervision consulting services (Click Here) will be distributed to shortlisted firms. The selection method for this activity is Quality and Cost based selection (QCBS).

A Time-Based Contract for the supervision stage will be signed with the selected consulting firm. The contract completion schedule is 42 months.

The workshop will be conducted virtually on 03-September-2025 at 1:00 PM Syria time (+3:00 GMT) through Zoom application.
