DECISION

DESTRUCTION OF SYRIAN CHEMICAL WEAPONS

The Executive Council,

Recalling the “Framework for Elimination of Syrian Chemical Weapons” agreed upon by the Russian Federation and the United States of America on 14 September 2013 (EC-M-33/NAT.1, dated 17 September 2013);

Recalling also that, in accordance with the decision of the Executive Council (hereinafter “the Council”) entitled “Destruction of Syrian chemical weapons” (EC-M-33/DEC.1, dated 27 September 2013), the Syrian Arab Republic shall, in particular, “complete the elimination of all chemical weapons material and equipment in the first half of 2014”;

Recalling further the subsequent decisions of the Council, which established requirements for the implementation of that decision (EC-M-34/DEC.1, dated 15 November 2013; EC-M-35/DEC.2, dated 29 November 2013; and EC-M-36/DEC.1 and EC-M-36/DEC.2, both dated 17 December 2013);

Recalling further the letter of the Director-General dated 3 October 2013 transmitting the United Nations Security Council resolution 2118 (2013), dated 27 September 2013;

Recalling further the decision of the Council in subparagraph 2(f) of EC-M-33/DEC.1 that the Technical Secretariat shall “report to the Council on a monthly basis on implementation of this decision including progress achieved by the Syrian Arab Republic in meeting the requirements of this decision and the Convention”; and

Noting the most recent monthly report to the Council by the Director-General on “Progress in the Elimination of the Syrian Chemical Weapons Programme” (EC-M-42/DG.1, dated 23 May 2014); Hereby requests the Director-General:

(a) to provide to the Council at its Seventy-Sixth Session an overall report on the elimination of Syrian chemical weapons programme, including on whether or not the elimination of all chemical weapons material and equipment was completed in the first half of 2014;

(b) to specify therein, as appropriate, which requirements of the decisions of the Council (EC-M-33/DEC.1, EC-M-34/DEC.1, EC-M-35/DEC.2, EC-M-36/DEC.1, and EC-M-36/DEC.2) and the Chemical Weapons Convention, remain to be implemented by the Syrian Arab Republic; and

(c) to provide any recommendations he deems appropriate to the Council for its consideration.
