DECISION

DESTRUCTION OF TWELVE CHEMICAL WEAPONS PRODUCTION FACILITIES IN THE SYRIAN ARAB REPUBLIC

The Executive Council, Recalling subparagraph 9(a) of Article V of the Chemical Weapons Convention (hereinafter “the Convention”), and paragraphs 32, 36 and 37 of Part V of the Verification Annex to the Convention (hereinafter “the Verification Annex”) relating to the submission to and review by the Executive Council (hereinafter “the Council”) of the combined plans for destruction and verification of the chemical weapons production facilities (CWPFs);

Bearing in mind that the combined plans for destruction and verification of the twelve CWPFs referred to in EC-M-36/DEC.1, dated 17 December 2013, shall be agreed upon between the Council and the Syrian Arab Republic in accordance with Article V and paragraphs 36 to 42 of Part V, Section B, of the Verification Annex (see paragraph 7.13 of EC-75/2);

Hereby:

1. Encourages all Parties concerned to continue their consultations with a view to arriving at an agreement on the combined plans for destruction and verification for the 12 CWPFs and requests that the Syrian Arab Republic initiate, as appropriate, any preparatory work necessary for the destruction of the CWPFs;

2. Without prejudice to the responsibility of the Syrian Arab Republic for the destruction of its CWPFs, further requests that the Director-General start preparatory work for the conclusion of a contract without calling for tenders, quotations, or proposals with a commercial company for the provision of expertise and equipment, as appropriate;

3. Also requests that the Director-General request the United Nations for the provision, to the extent possible, of any further equipment and logistical support identified as needed for assisting the Syrian Arab Republic in the destruction of its CWPFs.
