Statement on the status quo of Suleiman Al Halabi water station

Due to recent military development in Aleppo city, and based on code of conduct adopted by the General

Management of Service, we agreed with "Ahali Halab Initiative" on the complete withdrawal of our technical

personnel from "Suleiman Al Halabi water station" in the 28th of November 2016. The agreement comprised the

continuation of cooperation regarding repair work and assuring non-stop water provision towards besieged

neighborhoods in East Aleppo City. Moreover, this agreement warrantee that this vital water facility shall not be

used as a leverage during the ongoing hostilities by depriving civilians from their right of obtaining potable

water.

Upon aforementioned agreement we emphasis on the following points:

- Our personnel started managing and operating this water station for four years during which, all we strived

to keep this vital facility absolutely neutral in terms of military operations through making several local

agreements with stakeholders. Nevertheless, these agreements were broken time and again, however, we

always struggle to regain neutral status of this particular water station.

- Along the last four years, there have been a concord with GoS related "Aleppo Water Establishment" on a

specific timetable for water pumping which insures fair and equal water provision to the whole of Aleppo. In

addition, a tight coordination regarding water network repair and technical procedures aiming to deliver

potable water to Aleppo inhabitants indiscriminately.

- The operational status of Suleiman Al Halabi station was "Very good" when our personnel did the agreed on

withdrawal, whereas the overall efficiency of the station is %80 when operated by power grid, and %50 overall

efficiency when operated by electricity generators. It's also noteworthy that two weeks ago Oxfam NGO granted

a 2,000 KVA electricity generator to the station through cross-line operation in cooperation with SARC.

In conclusion, the General Management of Services thanks all parties whom cooperated and those who have

spared no effort to maintain the safety of this station and to their unbreakable will for keeping it operational

despite the jeopratising and extreme working conditions.

We assure to people of besieged Aleppo that we will push through impossible through all possible effort and

resources, bearing in mind that our mandate is to provide services for you in spite of the ultimately challenging

work environment and the crippling siege.
