On July 25, 2017, head of the Syrian Coalition’s legal committee Haitham Maleh issued a memorandum and a statement concerning the situation in the city of Raqqa and addressed them to the United Nations, the Arab League, the European Union, and the Organization of Islamic Cooperation. The memorandum and the statement contained a set of ideas that do not reflect the policy of the Coalition. The Syrian Coalition stresses that the memorandum and the statement were not presented to it, its presidential body, or its political committee before they were issued.
