RUSSIAN FEDERATION CLOSING REMARKS BY THE PERMANENT REPRESENTATIVE OF THE RUSSIAN FEDERATION TO THE OPCW H.E. AMBASSADOR ALEXANDER SHULGIN AT THE BRIEFING FOR THE CWC STATES PARTIES WITH THE PARTICIPATION OF THE RESIDENTS OF DOUMA (SYRIAN ARAB RPUBLIC) THE HAGUE, 26 APRIL 2018 Excellences, Distinguished colleagues, Today the convincing proofs of the blatant provocation in Douma on April 7 were presented to the CWC State Parties. The provocation was carried out by the pseudo humanitarian NGO “White Helmets” that is nourished from the tax payers’ money mainly from the US, UK and Netherlands. The Russian Federation is being accused of waging information warfare and dissemination of fake news. Today we have witnessed that it’s exactly what the US and their allies have been actually doing. The fake video created by the “White Helmets” (it is quite unlikely that this pseudo humanitarian NGO could have performed on their own without any assistance of their supervisors and sponsors) has really had a long term consequences. For the first time after the Caribbean Crisis in 1962 the world came to the dangerous line of the direct military conflict between Russia and the US. We need to say: step back from this dangerous path, there should be no more provocations with the unpredictable consequences. We should not allow that the Cold War would transform into the “Hot War”. The only way is to refrain from the confrontation and to start a search for a solution based on the mutual respect and consideration of interests of all sides in accordance with the international law.
