Statement by the Ministry of Foreign Affairs and Expatriates of the Syrian Arab Republic

Damascus, 18th January 2026 — The Syrian Arab Republic affirms that the unity and cohesion of the Syrian people, in all their diversity, form the cornerstone of any sustainable stability. The new Republic is founded on the principle of citizenship and regards the diversity of Syrian society as a source of strength and enrichment.

Guided by this vision, the Syrian state continues to take practical steps to consolidate the unity of state institutions and reassert national sovereignty across the entirety of Syrian territory. This includes the institutional and military integration of the Syrian Democratic Forces into state institutions, in accordance with clear arrangements that ensure security and stability, prevent any institutional vacuum, and reaffirm the state’s exclusive authority over the use of force within the framework of the law.

In this context, His Excellency President Ahmed al-Sharaa issued Presidential Decree No. (13) of 2026, which provides for the recognition of the cultural and linguistic rights of Syrian Kurds, the resolution of outstanding civil and legal issues affecting unregistered persons, and the addressing of accumulated property rights cases stemming from previous decades. This decree reflects a clear political and legal commitment to building an inclusive state that upholds the rights of all its citizens, free from exclusion or discrimination.

Based on the agreements reached today, an immediate and comprehensive ceasefire was agreed across all fronts and points of contact. It was also agreed that the Syrian government will assume full administrative and military authority over the governorates of Deir ez-Zor and Raqqa, including the handover of civil institutions and facilities, the retention of existing employees within the relevant ministries, as well as the integration of civil institutions in al-Hasakah governorate into Syrian state institutions and administrative structures.

The Syrian state underscores that this agreement embodies a long-standing approach grounded in reason, dialogue, and consensual solutions: one that preserves dignity, safeguards rights and protects civil peace, whilst laying the foundations for a responsible national partnership that spares bloodshed and safeguards gains.

As it welcomes and congratulates the Syrian people on this agreement, the Syrian state views it as a pivotal step towards a new phase defined by unified institutions, consolidated stability, and the launch of a comprehensive national process of recovery and reconstruction. The Syrian Arab Republic also calls on the international community to support this path as a genuine opportunity to strengthen local security and regional stability, advance economic recovery and shared interests, and contribute to building a safe, dignified, and prosperous future worthy of the sacrifices, resilience, and aspirations of the Syrian people.
