HRC 47 - EU Intervention: Interactive Dialogue with the Commission of Inquiry on the Syrian Arab Republic

Madam President,

The European Union thanks the Commission of Inquiry on Syria for its update and reiterates full support for this important work, which is indispensable to seek accountability for violations and abuses committed in Syria.

The EU condemns the persistent, widespread, systematic and serious violations and abuses of human rights and all violations of international humanitarian law committed by all parties to the conflict, in particular by the Syrian regime and its allies.

We reiterate our strong concern about reports of social and demographic engineering in all areas throughout Syria, and mass waves of displacement, inter alia in parts of the Northwest and the Northeast. We also condemn the violations of house, land and property rights.  Conditions for a safe, voluntary and dignified return of refugees and IDPs are still not met in Syria.

As the largest humanitarian donor, the EU reiterates the critical importance of meeting humanitarian needs, including life-saving assistance and COVID-19 response for all Syrians in need through all modalities, including through the provision and expansion of the UN cross-border mechanism to which there is no adequate alternative to deliver life-saving assistance to millions of people whom are the most vulnerable.

Only a credible sustainable and inclusive political solution based on the full and comprehensive implementation of UN Security Council Resolution 2254, with the full and effective participation of women, can bring sustainable peace to Syria. In that regard, the EU reiterates that the elections that took place on 26 May met none of the criteria of a genuinely democratic vote. The EU will continue to support the office of the Special Envoy in its efforts to bring about an inclusive political solution.
